UPPCL: Lodge an Electricity Complaint to Uttar Pradesh Power Corporation Limited


Uttar Pradesh Power Corporation Limited (UPPCL) is a public sector electricity distribution company responsible for electricity transmission and distribution in Uttar Pradesh. It was established on January 14, 2000. The Uttar Pradesh Electricity Regulatory Commission (UPERC) regulates the company under the Electricity Act, 2003 and other regulations.

UPPCL has five subsidiaries or distribution companies (DISCOMs) responsible for power distribution in different regions of Uttar Pradesh. They are:

  • Dakshinanchal Vidyut Vitaran Nigam Limited (DVVNL) – Agra Zone
  • Madhyanchal Vidyut Vitaran Nigam Limited (MVVNL) – Lucknow, Ayodhya Zone

How to Register a Complaint to UPPCL?

As per the citizen charter of UPPCL, the grievance redressal mechanism is divided into 4 levels. Customers can initiate a complaint with UPPCL to resolve issues related to electricity supply, billing, or other services.

The Levels of Complaint Escalation:

  • Level 2: Integrated Grievance Redressal System (IGRS)

  • Level 4: Electricity Ombudsman (UPERC), Uttar Pradesh

Further, you may file a petition to UPERC or approach the respective regulatory authority./judicial body. Additionally, you may also register a consumer complaint against UPPCL to the National Consumer Helpline (NCH), a consumer protection authority or the Consumer Disputes Redressal Commission (NCDRC).

Level 2: IGRS, UPPCL

UPPCL has an Internal Grievance Cell in each division to redress the complaints that are not resolved initially by the customer care representatives, local power stations, or other means of communication. Customers can escalate the matter to the respective IGR Cell by visiting the nearest circle office of the electricity board or through Jansunwai UP.

While submitting your electricity complaint, provide the reference/ticket number of the previously submitted complaint to UPPCL through the helpline number, email, or online complaint form.

Level 3: Consumer Grievance Redressal Forum (CGRF), UPPCL

According to the Electricity (Regulation) Act, 2013 and guidelines of the UPERC, UPPCL has formed a Consumer Grievance Redressal Forum (CGRF) in each division. If your previously lodged electricity complaints are not resolved to your expectations by officials of UPPCL then, escalate the matter by lodging a grievance to the respective CGRF.

Required details by CGRF:

  • Name and address of the complainant
  • Distribution licensee (PuVVNL, MVVNL, DVVNL, PVVNL, or KESCO)
  • Reference/acknowledgement number of the previous complaint
  • Service connection number or account number
  • Date and time of occurrence of the grievance
  • Nature and details of the grievance
  • Copies of any relevant documents, such as bills, receipts, correspondence, etc.
  • Relief sought from the forum
  • Declaration that the same grievance has not been filed before any other authority or court

You can submit the grievance letter by writing on plain paper (application) or downloading the format. Maybe a ₹50/- CGRF fee is applicable.

Level 4: Electricity Ombudsman, Uttar Pradesh

The Uttar Pradesh Electricity Regulatory Commission has established the Electricity Ombudsman Office under the Electricity Act, 2015 and the UPERC (Consumer Grievance Redressal Forum & Electricity Ombudsman) Regulation, 2022.

If any consumer is not satisfied with the final order or the complaint is not resolved within 90 days by the CGRF Forum of UPPCL, they can file a petition to the Electricity Ombudsman. Visit the link below to file a representation.

Please note: The petition/representation application must be submitted within 30 days of the CGRF’s final decision or expiry of the resolution period.

Still, not satisfied with the final order? You can appeal before the respective regulatory authority or consumer commission, and finally, you may approach the judicial court.
