Level 1: File a Complaint to JBVNL Electricity Board

For registering an electricity complaint, you can use these communication methods provided by the JBVNL electricity board in Jharkhand:

When filing your complaint, include the following details:

Level 2: Escalate to CGRF Forum

If your complaints remain unresolved, you may submit a grievance letter to the Consumer Grievance Redressal Form of JBVNL, established at the Zonal Offices.

To lodge a grievance with the Consumer Grievance Redressal Forum (CGRF), the following details and documents are required:

  1. Complaint Filing: A complaint must be filed in writing or through email to the Forum by the complainant using Form-11.
  2. Required Information: The complaint should include
    • The consumer’s name, address, consumer number, and category.
    • The location of the service connection and the name of the local Distribution licensee’s office.
    • The facts giving rise to the complaint, are supported by relevant documents.
    • The relief sought from the CGRF.
  3. Self-Declaration: A self-declaration in the prescribed format must be appended to Form-12.
  4. Unique Identification Number: A copy of the unique identification number to consumer ID provided by the licensee should be included.

It’s important to note that the complaint should be filed within one year of the cause of action, and it should not pertain to matters already decided by any court or pending before any court.

If the complaint is lodged through email, a hard copy must also be submitted within 7 days of sending the email. The CGRF will acknowledge receipt of the complaint and notify both parties for a hearing.

Level 3: Appeal to Electricity Ombudsman, Jharkhand

According to the rules and regulations of the Jharkhand State Electricity Regulatory Commission (Guidelines for Establishment of Forum for Redressal of Grievances of the Consumers and Electricity Ombudsman) Regulations, 2011 issued by the Jharkhand Electricity Regulatory Commission, if the submitted grievance to CGRF, JBVNL is:

The process for filing an appeal to the Electricity Ombudsman of Jharkhand is as follows:

  • Time Frame: An appeal to the Electricity Ombudsman must be made within 30 days from the date of receipt of the order from the JBVNL Forum.
  • Conditions: The appeal can be extended after 30 days, up to a maximum of 60 days, if the Ombudsman is satisfied that there is sufficient cause for the delay.
  • Required details: Before appealing to the Ombudsman, the complainant must have:
    • Made a written representation to the Forum of the Distribution Licensee and either received a rejection or no reply within three months or is not satisfied with the Forum’s order.
    • Download: Representation Form
  • Deposit Requirement: The consumer must deposit at least fifty per cent of the amount or furnish security as ordered by the Ombudsman before the appeal is entertained.

Under these circumstances, you can file a petition against Jharkhand Bijli Vitran Nigam Limited to the Electricity Ombudsman, Jharkhand.

If you are still not satisfied with the final response, you may approach and appeal to the high court or the Appellate Tribunal for Electricity.
