The Brihanmumbai Municipal Corporation (BMC), also known as the Municipal Corporation of Greater Mumbai (MCGM), is the governing civic body of Mumbai established under the Bombay Municipal Corporation Act of 1888.

BMC is responsible for the civic infrastructure, water supply, sewerage/sanitation, solid waste management, street lighting, health & education, taxation, and public administration of the city and some suburbs.

Administratively, Mumbai is divided into six zones and further subdivided into 24 wards, each headed by an Assistant Commissioner. These are departments of the BMC about which citizens initially register a complaint at the grievance redressal cell.

How to File a Complaint to Brihanmumbai Municipal Corporation?

According to the citizen charter of the BMC, the grievance redressal mechanism is divided into three levels:

  • Level 1: File a complaint to the Grievance Cell, BMC.
  • Level 2: Escalate to the Zonal Municipal Commissioner.
  • Level 3: Lodge your grievance to the Municipal Commissioner of BMC.

If still unresolved, lodge a public grievance with the Appellate Officer of the Urban Development Department, Government of Maharashtra.

You can contact the integrated Municipal Civic Call Center or dial the toll-free helpline number to register a citizen complaint regarding municipal services with BMC.

File a Complaint Online

Citizens can also submit their civic complaints online to the Brihanmumbai Municipal Corporation through a grievance form or the citizen services portal.

For complaints related to encroachment, file your complaint to “Removal of Encroachment Department“. For help & grievances, you can also email to help.retms@gmail.com.

Note: The phone numbers of the Wards control room and zones are provided below. You can use these contact details to escalate the unresolved matter to the respective assistant commissioner.

If still, not resolved, you may write a grievance letter to the grievance cell of the municipal commissioner.

If your complaints are not resolved within the specified timeframe by the relevant head of departments or the Zonal Municipal Commissioner, escalate your concerns directly to the Municipal Commissioner.

With the unique ID or acknowledgement number from your previous complaints (submitted either online or offline), you can send your written complaint to the Commissioner at:

Still unresolved or dissatisfied? If your complaints are not resolved to your satisfaction, file a public grievance against the Brihanmumbai Municipal Corporation with the Appellate Officer of the Department of Urban Development through the “Public Grievance Redressal Portal of Maharashtra” (Aaple Sarkar).
